05/12/18

On the 5th December the All-Party Parliamentary Group for Intellectual Property held a discussion on the enforcement and protections around intellectual property rights.  This was an opportunity to hear directly from those responsible for the enforcement of IP protections on the ground, covering what is working well, areas for improvement and the barriers to greater and more effective enforcement of existing protections.

The panel talked about how co-operation and partnership was the key to success.  The IPOs enforcement strategy was discussed and how it was based on joint working with the Home Office, HMRC and Customs and PIPCU working closely with the private sector and Europol.  The witnesses also stated that constant engagement with online platforms was vital but could be better co-ordinated.  There was also a discussion about funding for Trading Standards and the challenges facing them due to cuts to their budgets and how this was having a significant impact on the amount of work they could undertake around IP enforcement.

The witnesses also spoke about how IP crime is a consumer threat that cant be ignored and that people commit IP offences because it is an easy crime, with low risk and high rewards.

The meeting heard fromL
Huw Watkins MA, Head of Intelligence, Intellectual Property Office

Gavin Terry, Lead Officer for Intellectual Property, Chartered Trading Standards Institute
